EPC C by 2030

No longer a proposal. The dates, the caps and the exemptions were confirmed in January 2026; here is what was decided and how to plan against it.

What exactly was confirmed

The government response to the PRS energy performance consultation, published 21 January 2026, settled the questions the sector had argued about for years Gov response Jan 2026:

  • One date, not a phase-in. The consulted 2028 (new tenancies) / 2030 (all tenancies) split was dropped for a single deadline: 1 October 2030.
  • A dual-metric standard. Compliance is assessed against the reformed EPC metrics: a fabric performance standard first, then landlord discretion to meet either a heating system standard or a smart readiness standard.
  • £10,000 cost cap, with an affordability mechanic reducing it for the lowest-value properties.
  • 10-year exemptions for properties that cannot reach the standard within the cap.
  • Measurement moves to the Home Energy Model from 1 October 2029, ahead of the deadline; see HEM.

Band DPlan works, but sequence them: fabric measures first, because the dual-metric standard leads with fabric performance. Doing fabric work now is unlikely to be wasted under the new metrics.
Band EStart earlier. Two bands is real work, and assessor and installer capacity will tighten as the deadline approaches. Use the current £3,500-capped framework knowingly: spend now still counts toward your property's improvement, but the £10,000 cap resets the ask.
Band F or GYou have a today problem, not a 2030 problem: the E floor already applies. Fix or register an exemption now, then plan the rest.

One caution against premature certificate renewal: assessments now run under RdSAP 10 and can score lower than the certificate they replace Elmhurst RdSAP 10. Renew when works are done and documented, not before; the full decision table is on should I renew my EPC now.
