D clears the current band E floor, so you can let and re-let now. But the confirmed 2030 rules raise the floor to band C for private lets in England and Wales, with a £10,000 cost cap per property. Plan works before the deadline, not after it.
Band D is a SAP score of 55 to 68 GOV.UK SAP. The average English dwelling scores 67 EHS 2023-24, which lands in D by two points. If you own a 1930s three-bed semi with a gas boiler and part-filled cavity walls, this is statistically your band.
Can I let or sell a band D home today?

What 2030 means for a D-rated rental
This is the band the 2030 rules were written about. From 1 October 2030 privately rented homes must meet an EPC C equivalent standard, with a £10,000 cost cap and 10-year exemptions Gov response Jan 2026. A D-rated rental needs a plan: the average D is only a handful of SAP points below C, and the cheapest points usually come first.

Start with your certificate's own recommendation list GOV.UK: it is property-specific and ordered. Common first steps for the classic D home are loft insulation top-up, cavity wall insulation where suitable, heating controls, and low-energy lighting. One warning before you commission anything: RdSAP 10 made assessments evidence-based, so keep invoices and documentation for every measure or the assessor may have to use default assumptions.
